Calling somebody “penny wise” means they focus on small details and ignore the big picture (the whole phrase being “penny wise, pound foolish”). Apart from sounding ridiculous, it’s literally an insult. So no, I would not use it.

I did not know this saying.
I know how negative that character is but I thought that the name was something nice as Tinkerbell o else...(a penny is a little coin and wise means intelligent so my thought was kind of weird and quite childish melodious name)..I didn't know the negative link with the saying.
