Storm's better than Tempest. I don't like Storm much, but Tempest just makes me think of someone throwing a tantrum. And of pests. And tea-pots. It has a pompous vibe because it's not an ordinarily used word, and because it's vaguely some kind of threat - don't make Tempest angry ...? and because people might have just forgotten what it means. The most ... temp?
Storm as a name though, just makes me think of metaphorical emotional intensity or unpredictability, which I guess some people think is sexy, so it's like a "sexy" name. Like Velvet or Rebel or Dream.
Temperance is one of the more name-y "not-that" virtues IMO, it's about like Patience or Prudence. Not remotely my style - I think the namiest virtues are positive, like Amity and Liberty and Verity. But it's not shushy like Chastity or Silence or Modesty. I don't like the sounds in Temperance very much - I hear "prance." Meh, it's ok though. I'd rather Temperance than Tempest any day. I'd struggle to choose whether Temperance or Storm is better.
These names as first names seem really hard to make combos with.

"it's not too shushy"- yeah, that's what i appreciate so much about Temperance over other virtue names. teaches restraint, without coming off as shaming or shushing. i dislike the -ity endings of those other names though, that sounds far less namelike.
and i get those reasons why Tempest is so unappealing, though it doesn't come off like any of that to me. Storm i can also see as appealing for those reasons, but the obvious metaphor and the "sexiness" of it was part of my dislike, i now realize. i guess that angle is a bit corny to me.
