Elsie Joy is ok, it is nice, but the middle name is rather boring. It goes well with Claire.
Hennessey is a surname to me. Unless it is a family name or you are using it in honour of a saint/religious figure, I think it just looks silly. I don't know your friend and the reasons she used it. I can see the appeal, it does have a pleasant sing songey sound.

I saw Hennessey on a cashier's name tag last year, and my first thought was, "That actually sounds kind of neat." (I think someone had recently asked opinions about Henny on here, and I'd said it was really ugly or something, so that reaction surprised me). I liked it less after I looked up it and realized it was alcohol, but I can see the appeal.

Tennessee has always been a GP of mine, maybe that's part of why I like Hennessey a little.

It is odd. I don't associate this with alcohol as much, nor do I associate Bailey as an alcoholic beverage, I do think the latter has a dreadful meaning, especially for a girl. Maybe because I know so many people who have those 2 names as surnames that I automatically just think "surname" vs "alcohol."
Hennessey is a surname (anglicized form of Irish Ó hAonghuis meaning "descendant of Aonghus"). It's also a brand of cognac.
