I've never heard or seen it used as a first name, though of course that doesn't mean that somebody someplace at some time hasn't used it like that.
It sounds silly for a first name. Like a character in a PG Wodehouse story. Carmichael Hoopley-Puffington.Before you criticize a man, walk a mile in his shoes. That way, when you criticize him, you're a mile away and you have his shoes!
