I'm originally from New Orleans and lived there for several decades. There is nothing about the name Beyoncé that has anything to do with New Orleans. Neither Beyoncé nor her parents are from there.
As others said, her name is based on her mother's surname, Beyincé. Her mother's ancestors in France apparently spelled it Boyancé.

Which isn't a bad concept, just not for a person. The whole thing makes me think of one of the Ramona quimby books where Ramona keeps getting in trouble for pulling the curls of another little girl in class. Boin!
