It's slightly less cliched-bratty-little-kid than Timmy, but still annoying. It's all right for a little boy if his name's Thomas, but it's not a nn that grows up very well. Tom is a much better nn for a man.
It's like Johnny - casual/ordinary/informal on purpose, meant to be endearing.
(The only adult Johnny I've met is in a band; maybe this style is a musician thing??)
I wouldn't have any issue calling someone Tommy, but I don't think I'd like being called it...I wouldn't mind being Danny, though.
I think Tommy is more preppy than Danny, maybe because I associate Tommy Hilfiger. It's casual the way someone dressed down on a yacht is casual.
I really like Thomas by itself. I think it's sweet/serious/unpretentious.

I like Tommy. I mean I do think of the album by the Who that is a bit weird.
I don't meet many Tommys or Toms but it's one of my favorite normcore names (Thomas w nns Tommy and Tom). I know a really nice, good-looking, creative, genial, smart Tommy composer/bass player and he has a cool last name, too, and it fits him. It's friendly... like Danny kinda, a little more intellectual than Danny which is breezier.
If I had a kid named Thomas I'd call him Tom/Tommy freely and see whichever stuck the most.

Maybe even a year ago, I'd have said I don't like it. It just felt too common for a long time. And I'm really not the biggest user of nicknames to begin with. But I gradually started warming up to Thomas in full first. And lately, I've found myself quite drawn to Tommy as well. I can't remember the last time I met a young Tommy. So it's starting to feel fresher. And it fits with some of the girl names that are making a comeback - names like Betty and Bonnie.

Kinda bizarrely, the second thing I think of is the band Styx which had (has?!) a guitarist Tommy. I remember thinking that a grown man calling himself Tommy kinda seems like he's trying to put on an air of youthful attitude. Similar to Ricky, Pauly, Janie, or Jilly. Cute on kids but I'm not a fan of them for adults. There exist many -y nicknames that don't give me that impression, but Tommy definitely does.

He's still with Styx, as their front man and guitarist.
Side note: Did you know his daughter, Hannah Shaw (aka Kitten Lady), is a well known figure in animal rescue as an advocate for fostering orphaned neonatal kittens? She does great work. He raised a fine daughter.

I had a friend in middle school who was into Styx. Didn't know they were still active - when I searched to check to see if I was right about there being a Tommy in the band, I was kinda shocked that I got a bunch of ads for Styx tickets.
