My reaction isn't that Mortimer is "gloomy" but that it is cartoonish. My main association is to Mortimer Snerd, one of the character puppets made famous by ventriloquist Edgar Bergen:

There is also a Disney character called Mortimer Mouse. Though he doesn't show up very often, he is a sleazy rival of Mickey's:
