Depends on what language we are speaking in. Legally, Ukrainian bceause legal documents are done in the national language. When speaking or writing in Russian the Russian Cyrillic spelling. This is usually how it works in Ukraine. Even if it's a different name, like someone named Oleksiy is called Aleksey in Russian.
