As a Russian name enthusiast, it doesn’t sound Russian to me either. After searching a bit on the internet, it seems to be more common as a surname and when it is a first name it is mostly used by males. Results also claim it is of either Dutch or Kurdish origin.
Monamour is not a common surname. It’s most often found in Egypt. Perhaps Vadar is an Egyptian name, or nickname.
