Could it work on a female? The reason I think it is it sounds like Liv.

No. It is rather masculine in my opinion because it's a Russian form of Leo or Hebrew name.
I personally wouldn't use it.
I'm not a fan of gender bending in general, and especially if it's a name from a culture you're not part of yourself. So no thanks.
Been replaying The Last of Us Part 2 and there is a trans character in the game named Lev who would hate to be called a girl. That's what I think of right now .

Try Levka (Slavic) or Levya (Hebrew) depending on what usage you want.
Or Leona for meaning from Slavic name. Maybe you would also like Lyubov.
ETA: It does not sound like Lev - Lev is pronounced LYEF. Maybe it sound like Hebrew Lev (@Rejtblat if you see this please confirm) but not Russian.

It has nothing to do with Liv, and a passing sound similarity doesn't mean it would work as well on a girl. Thomas kinda sounds like Tanya, but that doesn't make it unisex.

No. It is Slavic name that is strictly male. Liv is American name. You don't name a girl male Slavic name because you think it sounds similar to American name. Quite frankly it looks stupid if you do this.

But either way, both "Liv" come from 4 completely different culture than Slavic, and combining them together does not work very well.
