As Andy says this looks German. What makes it look German is the -sch-. That is a common combination of letters in German, being how the sound represented by "sh" in English is normally written in German, but I do not believe it occurs in native French words.

It's pronounced Row-Shay. I don't know where my mom got it from. There is an accent mark over the E. That's what made me think ot was French.
