Of course it's actually a name. The names of all the US states have been given to children from time to time. The most famous person named Tennessee was probably Tennessee Claflin, younger sister of the even better known feminist Victoria Woodhull:

Yes, more people know of Tennessee Williams, but I also think most people know that was originally his nickname, not his given name. His birth certificate name was Thomas Lanier Williams.
