Definitely Kiera, not Keira.
(1) Kiera is the traditional Anglicization of Ciara, just like Kieran from Ciaran for a boy.
(2) Ciara (= KEE-uh-ruh). Therefore the spelling Kiera is most consistent (KEE-uh-ruh). Keira would seem more like (kuh-EE-ruh) to me. I'm not an expert in Gaelic/Irish linguistics, but in Russian (which I have studied) there is an accepted way to transliterate from one language to another. It makes sense to me that Irish would have the same.
