It is a name. People have been named it, ergo it is a name. Obviously you don't think it's a good idea as a name (and for that matter, neither do I) but it *is* a name.The food term 'julienne' means 'in the manner of Julien': http://www.etymonline.com/index.php?term=julienneIf the original name is Julien, Julienne is a very logical feminisation.
