It doesn't work for me because the month of february is not exactly so pleasant where I live :P It is usually extremely cold and dark, with hardly any snow but a lot of ice cold snow-rain. I mean it's fine and I make the most of it but there are nicer months to name your child after. I also think it's hard to find a nickname for it, Feb and Febbie aren't that great.
I think it's usable but it doesn't work for me personally. March, September, October and November don't work so well either, I would actually put them in the same category as February. March is close to Marge but it's still really hard an unpleasant.
As for the rest:
January - at least in january we get proper snow so I like it better as a month. We also get more sun than in february for some reason. Jannie and Jan are at least very namey even though I don't care for them. This would definitely get shortened a lot to Jan so I would stay away from it if you don't like this rather bland nickname. On the other hand it is a more interesting name to honor a Jan.
April - this month is extremely wet where I live so I don't really care for the name but it definitely works.
May - works well but doesn't excite me, I also like Mae.
June - this might get really trendy soon, it seems to appeal to people. I like it but wouldn't use it.
July - this is fine but I prefer Julie.
August - it works but isn't a favorite.
December - guilty pleasure. It is kind of cute.
