Tira is a fictional character for a video game.
That, or she has ties to the place in Israel.
Edit: The OP seems to have added it to the database with the note 'means land' (http://www.behindthename.com/submit/name/tira) but I can't verify that elsewhere online except for other user-submitted baby name sites, on which meanings differ widely.

Well, terra means earth/land in Latin. Probably spun off of that if anything.

Do you pronounce Tira and Terra anything alike? I don't.
