I believe that the primary definition of this word in English is still the #1 given in Wiktionary:
A scoundrel, rascal or unprincipled, deceitful, and unreliable person
As such I do not think it is an appropriate word to turn into a child's name, any more than words like Rascal, Scoundrel, Criminal,
Jerk, or Womanizer are appropriate words to turn into children's names in English speaking countries.
