She meant "Zoetta has all the elements of a pet form of Zoe." Meaning, I suppose, that Zoetta is a diminuative of Zoe. Just because a nickname, diminuative, pet form, etc. is supplied as a "given" name does not mean it isn't still a variation of the original. Hence, Zoeatta has the same meaning as Zoe, but the ending implies that the named is a small girl.
