No. Siobhan is "shi-VAWN." End of story.
Pronouncing it any other way would be as ridiculous as pronouncing Sean "seen." Don't do it. If you truly don't like the "shi-VAWN" pronunciation, then it's time for another name entirely.

I'm glad you like other Irish names. Sinead ("shi-NADE") is one of my all time favorites. :-)
