Cecelia. I prefer
Cecelia to
Cecilia, because I prn it seh-SEEL-yah, and if the emphasis is going to be on a long E sound in the second syllable, then it only makes sense to me to spell it with an E in that spot.
I agree with Array that using a mn starting with a vowel makes pronunciation awkward. With a 3-syl fn, either long or short names work as mn's. How about
