I used to have Tempest on my list, but I was always a bit unsure because the -pest ending pretty much sounds like pissed in my accent. I was thinking about adding it again, as I often get it suggested to me to go with my favourites/ideal sibset, and I wouldn’t actually use it because it clashes with some top names. I agree that Tempest doesn’t just feel destructive and loud, there’s a sense of calm and thoughtfulness about her, it does feel quite poetic in a way. I actually don’t find Storm that negative. I know it is, really, but I used to imagine a quiet little boy called Storm somehow, and it reminds me of the X-Men character, which is a positive in my opinion.
